Huh?

New York Times' Katie Bindley wrote a piece for this weekend's City Section detailing a weird practice that is apparently on the rise in the Bronx... newly purchased residential housing being bought by organizations affiliated with the state’s Office of Mental Retardation and Developmental Disabilities or other similar agencies as housing for group homes.

Huh? This seems like a strange way to keep the residential real estate market moving in the BoogieDown, wouldn't cha say?
