COUNCILMAN JAMES VACCA RESPONDS TO FINAL FERRY POINT GOLF COURSE APPROVAL VOTE

From the press release just sent by Councilman Vacca and recent news about Donald Trump bidding for the concession, I would assume Trump got the contract. If anyone knows more please do share. The press release does not mention much besides Vacca's strong support for whatever deal was struck and acknowledgement that prior dealings were a huge fiasco.

BRONX ― The following is a statement from New York City Councilman James Vacca, in regards the to the New York City Franchise and Concession Review Committee’s approval of the Ferry Point Golf Course.

“A patient and appreciative Throggs Neck community has reason to celebrate today! Although it was initially proposed 32 years ago, a vote by the Franchise and Concession Review Committee means that Ferry Point Golf Course is finally full steam ahead. This project has gone from one misstep to another, and had many observers truly wondering whether this course would ever be finished."

"In 1979, as Chairman of Bronx Community Board 10, I was involved in creating this vision. Today, as the District 13 Councilman, I am seeing the reality. It’s been a long fight and a long wait, but let me be clear, there is no reason for any further delay and my community will accept"

"I know many people refuse to accept that it is indeed the Bronx that is getting a world class golf course, but they need to get over it! It speaks to a vibrant Throggs Neck community and a borough determined to reach even greater heights."

Ringling Brothers and Barnum and Trump Circus Coming December 27th, 2011

I thought I was original when I jokingly defined myself as a "Ron Paul Democrat" the other day. Surprisingly it seems as if this Texan Republican is catching the attention of more main stream Democrats as he rises in nationwide Republican polls. With the polarization of American politics, Is Ron Paul the only Republican candidate capable of attracting Democratic voters and in turn defeat Obama?

As the Republican circus continues with an episode of Ringling Brothers and Barnum and Trump Circus, it is good to know Paul and Huntsman both declined to be part of the spectacle. I look forward to viewing Donald Trumps Republican debate to see how high the typical Republican front runners will jump when in front of their master? Will Donald Trump throw dog biscuits at Gingrich’s or Perry’s feet, as they answer questions to his liking? Will an underage non- unionized janitorial staff wisk the dog biscuits away if the debaters are tardy in retrieving them. Will Mitt agree to join in? Will shiny red ribbons be pinned to the winner? Stay tuned for the debate on December 27th. I definitely will.

Audit Uncovers $9 Million Held by the City’s Economic Development: Comptroller Calls for Money to be Invested in New Jobs Now or Returned to the City

Here is a news story that broke recently about the City's Economic Development Corporation sitting on funds that should have been used to help stimulate our economy. The idle funds were discovered during an audit performed by NYC Comptroller Liu's office. The link to the full report can be found below. Audit Uncovers $9 Million Held by the City’s Economic Development
Corporation, Untouched for Years; Comptroller Calls for Money to be Invested
in New Jobs Now or Returned to the City

NEW YORK, NY – City Comptroller John C. Liu today announced that an audit of the Economic Development Corporation (EDC) determined it has left millions of dollars untouched that were intended for public benefit projects. The audit identified $9.3 million in so-called Public Purpose Funds, managed by the EDC, in accounts that have seen no activity for years. The EDC received the money from private developers in exchange for tax breaks or other benefits.

The EDC received $8.9 million as part of a 1992 agreement in exchange for financial breaks for the Riverside South residential development led by Donald Trump. This Public Purpose Fund, earmarked from the beginning to benefit the Harlem River Rail Yard in the Bronx, was fully funded by 2005. Despite having 19 years to come up with a plan to use the money, the EDC has not disbursed any of it. The audit recommends the EDC find a way to use the money to benefit the Bronx and not wait another 19 years to do so.

“It makes little sense that millions intended for economic development remain unused for so long, especially in the Bronx where jobs are greatly needed,” Comptroller Liu said. “If the EDC can’t figure out how to put the capital to work then at least return the money to the City treasury.”

The EDC has rejected the audit’s recommendation, arguing that Public Purpose Funds cannot be redirected to a new local benefit without violating the agreements that they are based upon. The EDC, however, also concedes that these agreements can be amended and the money reassigned if it obtains approval from the City Council and City Planning Commission. The audit recommends that the EDC do just that.

The audit also discovered that EDC failed to collect $725,720 from energy company Keyspan, which was supposed to benefit the community near the company’s Long Island City power plant that went online in May 2004. The company was to hand over the money within five years. Despite disagreeing with this particular finding, the EDC collected $250,000 of this money in July after it was brought to their attention by auditors. A balance of $475,720 remains uncollected by EDC.

“This is not the first time the EDC has denied an audit finding only to recover the money once it has been pointed out to them,” said Deputy Comptroller for Audit Tina Kim.

In addition to the Harlem River Rail Yard, the audit identified three additional aging Public Purpose Funds that have remained unused since 2005:

§ $344,659 from a fund created in 1982 to improve Astoria Studios or public areas around the studios
§ $64,834 from Bear Stearns set aside in 1991 to fund job training, particularly for low income youth
§ $55,081 set aside in 2000 with no restricted purpose during the redevelopment of 75/85 East Broadway in Manhattan

BACKGROUND:

An April 2010 audit of EDC operations identified $125 million it owed the City. Although it denied the findings, the EDC eventually agreed to return $120 million to the City, including $10.6 million left in a dormant Public Purpose Fund. Similarly, in November 2010, an audit found the EDC failed to collect more than $300,000 from the Staten Island Yankees owed to the City treasury. Despite initially disagreeing with the audit findings, the EDC has since sought to recoup the entire amount the team owed to the City.

The audit focused on transactions in Fiscal Year 2009 and Fiscal Year 2010.

Comptroller Liu credited Deputy Comptroller for Audit Tina Kim and the Audit Bureau for presenting the findings. The full report is available at http://comptroller.nyc.gov/audits.

Bronx Councilman James Vacca gives Donald Trump a Real Bronx Cheer Regarding Recent Statement

Here is an interesting press release just sent by NYC Councilman James Vacca “getting into it” with Donald Trump. Keep in mind this press release was sent to me late on a Sunday evening. Looks like Vacca is the first in the NYC Council to make sure no one, not even the Donald, gets a free pass when making derogatory statements about NYC’s transportation system.

New York City Council Member James Vacca of the Bronx, Chair of the Committee on Transportation, today took undeclared presidential candidate Donald Trump to task for remarks he made on national television comparing LaGuardia Airport to a "third-worldcountry."

"Donald Trump's comments were at best a cheap shot at New York City and at worst an insensitive knock on the diversity that makes our city great," Vacca said. "Donald Trump has lived in New York his wholelife. He has done very well in New York. If he thinks he's going to ride to the White House by picking on New York, he has another thing coming."

Vacca further took exception to Trump's remark that the United States is a "laughingstock" to the world and his insinuation that the United States has not built a major bridge in recent memory.

"Mr. Trump is free to come to my borough and look at the new Willis Avenue Bridge, completed just last year. His statement is really amazing as it shows a complete lack of knowledge about what is going on in his own city."
